Description:
We are looking for a Civil Estimator to help us grow our team in Dubai. Candidate should have a minimum of five years of construction contracting experience, and a minimum of 2 years of experience in US Government/US Military construction. Contractual documentation specifically Dept of State, OBO, NAFVAC, USACE, USAID, and other USG Construction projects. Understanding of FAR clauses.
Roles and Responsibilities :
- Effectively interpret the client requirements for each new solicitation, request for proposal (RFP), and/or task order.
- Undertake detailed civil engineering designs and costings for solicitations to include:
- Preparing tender/solicitation study reports by analyzing the scope of work.
- Development of compliant civil construction methodologies and concept designs in accordance with RFP requirements. Liaising with the Head of Construction as and when required.
- Accurate determination of labor, material, logistics, and equipment requirements.
- Prepare and submit a detailed Bill of Materials, including specifications and relevant standards to the Procurement department within agreed timelines.
- Alternative, viable and sustainable solutions to increase company competitiveness where possible.
- Contribute to Technical methodology statements.
- Contribute to mobilization plans.
- Assist the scheduler in drawing up the bid/tender schedule.
- Included will be the submission of data sheets for specified materials
- Prepare and submit solicitation clarification questions in accordance with the RFP requirements.
- Participate in key review meetings and final costing reviews.
- Cooperate with the Bid Manager in all Bid Handover workshops and lead the Civil submission overview ensuring all key details are presented.
- When required, provide detailed engineering designs and drawings that are suitable for construction, with all supporting calculations.
- When required, provide rapid and accurate support to construction/facilities teams.
- Regularly updating cost databases to accurately reflect fluctuating material and labor costs.
- Evaluating labor and material costs to determine whether it is more feasible to self-perform or sub-contract the construction of components.
- Liaise with the balance of estimating team and align submissions.
- Ad-Hoc Tasks as required by the Lead Estimator and Bid Manager.
- Research all available options and prepare cost-effective, efficient solutions, for each proposal.
- Look for areas where value engineering may assist in lowering overall project costs.
- Keep abreast of all developments within the industry.
- Multi-disciplinary engineering coordination will be required.
- Cooperate with the Bid Manager in all Lessons Learned exercises, and incorporate amended processes, policies, and procedures into future Technical and Commercial proposals.
