Responsibilities
 

  • Ensure the contractor complies with all bonding and insurance obligations under the contract.
  • Prepare monthly cost reports, including:
    • Executive summaries
    • Work progress valuation
    • Approved and potential variations
    • Provisional Sums / Prime Cost expenditure
    • Cash flow forecasts and expected monthly payments
    • Claim status and likely cost impacts
  • Identify opportunities for cost savings and highlight cost increase risks.
  • Maintain active involvement in the Change Control Procedure, advising on cost impacts.
  • Maintain and update a Variation Order register, including approval status and estimated/agreed costs.
  • Attend site progress and client meetings, providing clear explanations and cost clarifications.
  • Review and validate contractor’s interim payment applications.
  • Evaluate and recommend variations and change orders for approval.
  • Advise the client continuously on contractual, cost, programming, and policy matters.
  • Monitor actual vs. planned progress and assess related financial impacts.
  • Perform quantity take-offs and validate as-built quantities from site measurements.
  • Review and provide cost input for defect rectifications.
  • Identify and report potential claims and ensure timely client notifications.
  • Review, assess, and recommend claims including EOT and cost-related submissions.
  • Assist the client in dispute resolution and amicable settlement of issues with contractors.
  • Administer contract provisions (typically FIDIC based), including all post-contract QS duties.
  • Support in finalizing variations, EOT claims, and facilitate close-out and final payments
     

Qualifications
 

  • Bachelors degree in engineering, construction management, or a related field
  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office
  • Proficiency with PC operating systems, with proficiency in several basic software applications
