Description:
The HR Manager will be responsible for setting up and leading all HR processes, including policy development, compliance, recruitment strategy, employee relations, performance management, and HR systems.
This is a foundational, individual contributor role that requires a strategic thinker who can also roll up their sleeves to execute. The HR Manager will collaborate with department managers to support their teams and ensure Terracotta has a solid HR structure to support its growth.
Key Responsibilities
1. Build the HR Function
- Establish and implement the HR function, including processes, systems, and tools.
- Design and roll out the company’s HR policies, employee handbook, and compliance framework.
- Develop a roadmap for scaling HR operations as the company grows.
- Introduce best practices for HR management tailored to a staffing and EOR business.
2. Policy Development & Compliance
- Draft, update, and enforce HR policies in line with UAE labor laws and industry standards.
- Ensure compliance with EOR, staffing, and outsourcing regulations.
- Maintain accurate HR records, contracts, and legal documentation.
- Serve as the company’s point of contact for labor relations and government requirements.
3. Recruitment & Talent Strategy
- Collaborate with department heads to define hiring needs and workforce plans.
- Oversee internal recruitment and partner with the recruitment team to ensure alignment with business objectives.
- Develop a strong onboarding and orientation program for new hires.
- Build talent pipelines for future growth and critical roles.
4. Performance Management & Culture
- Design and implement a performance management framework, including KPIs, reviews, and career progression paths.
- Partner with managers to set clear expectations and drive accountability.
- Lead initiatives to create a positive and high-performance culture.
- Identify training and development needs and propose solutions.
5. Employee Relations & Engagement
- Act as the first point of contact for employee issues, grievances, and disciplinary actions.
- Build trust and serve as a bridge between management and staff.
- Develop engagement programs to improve employee satisfaction and retention.
- Advise leadership on organizational structure and team development.
6. Compensation & Benefits
- Work with Finance to manage payroll processes accurately and timely.
- Develop competitive salary structures and benefits programs.
- Conduct salary benchmarking to remain competitive in the market.
Qualifications & Experience
Education:
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
- HR certifications such as CIPD, SHRM, or CHRP are advantageous.
Experience:
- 10+ years of progressive HR experience, with at least 3 years in a managerial or lead role.
- Experience in building HR functions from scratch is highly preferred.
- Strong understanding of UAE labor laws and HR compliance standards.
- Background in staffing, recruitment, or EOR industries is a strong plus.
- Proven ability to collaborate with senior leadership and department managers.
