Human Resources Manager

 

Description:

To manage the day-to-day functions of the Human Resources (HR) department including talent acquisition, compensation and benefits, employee relations, performance management, learning and development, HR administration and ensure compliance with the applicable Labor laws.


Core Accountabilities

Manage the recruitment process and provide advice on recruitment and selection strategies to line managers and executive management.
Administer payroll and payroll records and keep Finance department appraised of changes.
Provide first-line advice on current and existing benefits to employees.
Manage complex employee relation issues including dispute resolutions, disciplinaries, grievances, absence, and redundancy.
Apply HR and business knowledge evidencing appropriate decision-making skills.
Carry out new starter inductions.
Oversee and manage the performance appraisal system to drive high performance.
Corroborate alignment between HR strategy and Foundation’s goals.
Continuously monitor and review HR policies and processes and implement changes where necessary.
Participate in the implementation of specific projects, procedures, and guidelines to help align the workforce with the strategic goals of the Foundation.
Support change management processes.


Key Responsibilities

UAE & GCC Pension Scheme

 

Maintain up-to-date knowledge of UAE & GCC (Saudi Arabia, Bahrain, Oman, Kuwait, Qatar) Government Pension Scheme, UAE National Service, and Government policies to provide clear and accurate information and service to eligible UAE & GCC national employees.
Ensure that the UAE & GCC pension enrolments for eligible employees and active employees are computed, filled, and processed correctly along with the requisite documentation and processes as required by the relevant Pension Authorities.
Review for eligibility prior to final cut off/last day of payroll run while liaising with the General Pension & Social Security Authority (GPSSA) for registration, within the defined agreement on internal service quality (SLAs) to avoid penalties, fines, and relegation of the Foundation by GPSSA.
Ensure that buy-backs, start of service, merge of service and end of service for eligible UAE and GCC nationals are computed and handled accurately. Certifying all employer and employee contributions are paid monthly through payroll and within stipulated time frame.
Conduct briefing sessions for employees on the pensions and the Government’s rules and regulations.
Conduct and oversee Pension-related calculations/estimations and queries.


Payroll Management

 

Ensure the administration and end to end process of the monthly payroll in a timely, efficient manner within the deadline, ensuring accuracy in the payroll process and bank files for all employees of the Foundation.
Ensure accuracy in regular and exit payroll every month within the deadline for all employees.
Ensure proper and accurate documentation of changes in the employee remuneration/position is captured and maintained for review of external auditors.
Routinely prepare Payroll reports for Accounts department’s accounting and management of the yearly audit requirements.
Provide analysis and recommendations based on trends, exceptions, and discrepancies.
Handle all queries and provide clarification and insight pertaining to payroll for Foundation Staff.
Ensure month end reports are validated and submitted in line with defined protocols.


Recruitment & Selection

 

Collaborate with Executive Committee and Departments Heads to understand their staffing needs.
Identifying future hiring needs and coordinate job descriptions development and specifications with line managers.
Source candidates through job boards, professional networks, referrals, and social media, etc.
Screen resumes/CV’s, shortlist candidates, and manage job candidature throughout hiring process, from interview preparation to offer negotiation through to final offer of employment.
Conduct reference checks.
Stay updated on UAE and sub regional industry trends and best practices in recruiting.
Provide an exceptional candidate experience throughout the hiring process.
 
HRIS Administration & Management 

Manage HRIS Information System (Zoho people) to ensure that all personnel records are accurate and up to date.
Ensure the system is secured and information is managed with the uttermost discretion and confidentiality.
 Manage the appropriate level of user access to maintain a secure site.
Ensure all persons with administrator level access are trained on the system and any changes to the HRIS is communicated to the employees.
Give feedback to IT department and executive management and HRIS vendor regarding HRIS and implementations, limitations and make recommendations on upgrading of the system to accommodate current and future requirements.
Manage and administer Leave Module to track leave entitlements and all forms of leave accruals.
Address all queries pertaining to HRIS system access and other benefit entitlements of employees as recorded and updated and maintained on the HRIS.
Training/Supporting new Heads/Managers/Employees with HRIS systems use where necessary.
Routinely audit HRIS system data and access levels to review any historic cases or anomalies as a result of software errors and inaccurate interpretation of in-house HR policies.


Employee Relations

 
Provide expert advice and guidance to employees and leadership on a wide range of HR issues, including performance management, disciplinary actions, grievances, and conflict resolution.
Determine and aid in resolution of workplace issues that prevent optimal performance, such as individual grievances or poor departmental structures.
Conduct discreet investigations into employee complaints, allegations of misconduct, or policy violations, ensuring thoroughness, impartiality, and confidentiality.
Serve as a mediator or facilitator in resolving workplace conflicts or disputes, promoting open communication and mutual understanding among parties involved.
Support talent management processes, including succession planning, career development, and performance coaching.
Participate in the development and implementation of employee engagement initiatives, recognizing and celebrating employee achievements and contributions.
