🔹 Key Responsibilities:
·  Develop and implement annual social and campus recruitment plans for non-Chinese oilfield technical personnel based on the company’s global business strategy and needs, ensuring timely staffing of key positions.
·  Explore and maintain talent channels in the Middle East and international markets, building a sustainable pool of expatriate technical talent.
·  Lead the full recruitment process for expatriate candidates: requirement clarification, international job postings, English/Arabic interviews, coordination of technical tests, compensation benchmarking, offer negotiation, visa/work permit follow-up, and onboarding to ensure smooth placement.
·  Act as an employer brand ambassador in the Middle East region by planning and organizing online/offline expatriate talent job fairs, technical seminars, and university partnerships, enhancing the company’s attractiveness in the international oilfield services market.

🔹 Qualifications:
·  Bachelor’s degree or above in Human Resources, Petroleum Engineering, International Business, or related fields; fluent in Arabic and English.
·  Over 5 years of experience in recruiting expatriate technical positions in the Middle East oilfield services or energy industry, with knowledge of visa procedures, labor laws, and cultural differences across countries such as Saudi Arabia, UAE, Iraq, and Kuwait.
·  Proficient in international talent sourcing channels and tools, with working knowledge of technical oilfield roles such as drilling and reservoir stimulation, able to quickly assess technical backgrounds.
·  Strong cross-cultural communication and negotiation skills, capable of balancing cost control with expatriate compensation expectations, with crisis management abilities to independently resolve issues such as visa rejections or cultural conflicts.
·  Highly self-motivated and result-oriented, able to deliver recruitment KPIs on time in a multi-tasking, high-pressure environment.
