As the Senior Manager – Fraud Control at Miral, you will drive the design, leadership, and continuous enhancement of our enterprise-wide fraud risk management framework. This pivotal role demands strategic and operational expertise to protect company assets, revenues, reputation, and stakeholders by embedding robust fraud controls, ethical practices, and regulatory compliance aligned with UAE laws, Abu Dhabi Accountability Authority (ADAA) requirements, and international best practices. Based in the UAE, you will operate in a complex, operationally diverse environment, leveraging your experience in sectors like entertainment, hospitality, or retail to mitigate fraud risks across procurement, finance, revenue, ticketing, and vendor relationships. Your leadership will ensure preventive controls are integrated into business processes, systems, and policies, while fostering a culture of integrity and accountability.

What You'll Do

Fraud Risk Management

Lead the identification, assessment, and documentation of fraud risks across all Miral operations, including procurement, contracting, finance, revenue, ticketing, warehousing, asset management, and vendor relationships.
Develop and maintain a comprehensive fraud risk management framework, fraud risk register, and control library aligned with Miral’s governance strategy and UAE regulatory expectations.
Embed preventive controls into business processes, systems, and policies to minimize fraud exposure at source, integrating ADAA requirements and UAE Federal laws.
Leverage data analytics, continuous monitoring, and system-based controls to proactively detect anomalies, red flags, and emerging fraud risks.

Investigation and Detection

Lead and oversee complex and sensitive fraud investigations, ensuring procedural fairness, evidence integrity, confidentiality, and compliance with UAE legal requirements.
Establish and manage a structured investigation methodology, including case intake, assessment, evidence gathering, interviews, documentation, and reporting.
Coordinate with relevant departments to implement corrective, disciplinary, and remedial actions, and prepare defensible investigation reports with findings, root causes, and actionable recommendations.
Liaise with external regulators, law enforcement, forensic specialists, or legal advisors as required.

Procurement and Contract Oversight

Provide fraud risk oversight across procurement and contract lifecycle management, including tendering, evaluations, awards, variations, and payments.
Detect and prevent collusion, conflicts of interest, bid-rigging, kickbacks, and policy breaches involving employees or third parties.
Strengthen third-party due diligence, vendor risk assessments, and conflict-of-interest declarations, ensuring alignment with ADAA guidance and Miral procurement governance standards.

Revenue and Operations Oversight

Oversee fraud risk monitoring within ticketing systems, revenue collection, cash handling, refunds, discounts, promotions, and access controls across attractions.
Conduct targeted reviews, surprise audits, and data-driven testing to identify revenue leakage, misuse of assets, or operational fraud.
Support operational teams in implementing practical, risk-based controls that balance fraud prevention with guest experience and efficiency.

Reporting and Awareness

Develop regular fraud risk reports and dashboards highlighting trends, case outcomes, and preventive measures.
Deliver fraud awareness and ethics training to employees and contractors, and support governance teams with fraud-related insights and improvement recommendations.
Promote a speak-up and whistleblowing culture, supporting confidential reporting mechanisms and non-retaliation principles.
Act as a trusted advisor to the business on ethical dilemmas, conflict-of-interest management, and fraud risk scenarios.

Continuous Improvement and Capability Building

Benchmark Miral’s fraud framework against international best practices (e.g., ACFE, ISO 37001, COSO).
Lead initiatives to enhance fraud detection maturity, including automation, analytics, and integration with ERP and ticketing systems.
Contribute to policy development, including fraud policy, investigation protocols, whistleblowing policy, and disciplinary frameworks.

What We're Looking For

Essential

Bachelor’s degree in accounting, Finance, Forensic Audit, Law, or a related discipline.
Professional certifications such as Certified Fraud Examiner (CFE) or equivalent fraud credentials.
Minimum 5 years of progressive experience in fraud control, investigations, compliance, internal audit, or risk management.
Proven UAE experience with strong working knowledge of Abu Dhabi Accountability Authority (ADAA) requirements and UAE Federal Laws related to fraud, financial crime, and misconduct.
Experience operating in large, complex, or government/semi-government organizations.
Strong investigative, analytical, and critical thinking skills.
Excellent written and verbal communication skills, with the ability to present to senior stakeholders.
High standards of integrity, confidentiality, and professional ethics.
Ability to manage cross-functional stakeholders and influence without authority.
Strong understanding of internal controls, fraud schemes, and forensic techniques.
