Description:
Parsons is looking for an experienced Procurement Officer to join the EMEA team! In this role, you will be responsible for managing the full procurement process related to sub consultancy services for multiple projects.
What You'll Be Doing
- Preparation, coordination, submission, and follow-up of all procurement-related documentation including but not limited to procurement forms, technical and commercial requirements, and the sub-consultancy agreement.
- Act as the single point of contact between Parsons and the subconsultants.
- Responsible for coordinating all communications, addressing queries while ensuring that all contractual, technical, and administrative requirements are fully satisfied.
- Manage end-to-end procurement processes for consultancy projects
- Coordinate extensively with the project management team as well as the design team.
- Obtain the scope of works from technical team.
- Prepare the RFP to send to the sub consultants.
- Send NDA to relative sub consultants and send the RFP and follow up for the quotations once NDA is received.
- Receive quotations and prepare comparative statements, technical and commercial evaluations, and procurement reports for management approvals.
- Negotiate the terms and conditions with the Sub consultants.
- Ensure to get competitive quotations and ensure best value procurement in line with project budgets, schedules, and quality requirements.
- Review insurances, prices etc. and prepare tender reports.
- Prepare award letters and the sub consultancy agreement (SCA).
- Complete the procurement process with the fully executed SCA and obtain the necessary approvals.
- Prepare the exemption form for insurance non-compliance and obtain necessary approvals from US Team.
- Maintain accurate procurement records, correspondence, and documentation for audit and project close-out purposes.
- Support cost control efforts by tracking procurement commitments and coordinating with the finance team on invoices and payments.
- Contribute to continuous improvement of procurement procedures and best practices within the consultancy.
What Required Qualifications & Experience You'll Bring
- Bachelor's Degree in Civil Engineering, Quantity Surveying or Procurement field.
- Typically 7 - 10 years of procurement experience is required within Master planning, Infrastructure or Landscape projects in GCC.
- Experience in managing end-to-end procurement processes for consultancy projects.
- Good written and oral communication skills in English is required.
- Familiarity with standard procurement software, for managing purchase orders and related records.
