Description:
We are partnering with a major global manufacturing organisation undergoing a significant transformation of its procurement function. As part of this journey, they are creating a new Regional Procurement Manager position in Dubai, with responsibility across the Middle East and Asia.
This is a broad procurement leadership role operating across a complex, international and highly matrixed manufacturing environment. You will act as the critical link between global Procurement and regional/site operations, ensuring global procurement strategies translate into effective local delivery while representing the requirements of manufacturing sites at a group level.
The position will suit someone with a strong background in direct procurement and manufacturing, combined with experience of procurement transformation, change and developing more mature and consistent ways of working across multiple sites and countries.
Key responsibilities:
- Lead procurement activity across manufacturing operations in the Middle East and Asia, connecting global strategy with regional execution.
- Translate global category and sourcing strategies into practical site-level procurement activity.
- Lead, develop and influence site-based procurement and purchasing teams across the region.
- Partner closely with Operations, Supply Chain, Finance, Quality and senior regional leadership.
- Support the implementation of new procurement processes, systems, governance and standardised ways of working.
- Identify savings, efficiencies and value-creation opportunities while supporting operational continuity and security of supply.
- Drive greater consistency around procurement governance, compliance and supplier management.

We are looking for:
- Significant procurement experience within manufacturing, chemicals, industrial, materials or another complex operational environment.
- Strong direct procurement experience and a solid understanding of manufacturing and supply chain operations.
- Experience operating across global, multi-site and matrix organisations, ideally with responsibility across multiple countries or regions.
- Demonstrable involvement in procurement transformation and change, including implementing new processes, governance, systems or ways of working.
- Experience managing and developing procurement teams, including through matrix or dotted-line structures.
- The ability to bridge the gap between central strategic procurement and local manufacturing operations.
- Strong stakeholder management skills with the credibility to influence senior regional and site leadership.
- A pragmatic and commercially focused approach, comfortable operating through ambiguity and driving change in complex environments.
