Parsons is seeking a highly experienced Technical Lead to provide technical leadership across a portfolio of wastewater network and pumping station projects within the Project Management Office (PMO). In this role, you will drive technical excellence, governance, and design assurance, ensuring successful delivery of critical infrastructure projects that support our client's long-term strategic objectives.
What You'll Be Doing
- Lead the technical delivery and governance of wastewater network and pumping station projects within the PMO.
- Develop and maintain technical standards, governance frameworks, and design assurance processes, ensuring compliance with stage-gate requirements and industry best practice.
- Provide technical input to programme planning, business cases, feasibility studies, investment proposals, and portfolio prioritisation.
- Lead multidisciplinary technical reviews across all project phases, validating designs, hydraulic modelling, capacity assessments, constructability, and regulatory compliance.
- Identify and manage technical risks, monitor programme performance, and support continuous improvement across the capital programme.
- Provide technical oversight of wastewater planning, hydraulic modelling, network assessments, and engineering standards to ensure consistency across projects.
- Act as the technical lead between the client, PMO, operations, asset management, consultants, contractors, and regulatory authorities.
- Support projects through design, procurement, construction, commissioning, and handover, reviewing key technical deliverables and ensuring successful asset integration.
- Drive innovation, value engineering, lessons learned, and continuous improvement in technical governance, digital delivery, and engineering practices.
What Required Skills You'll Bring
- Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.
- Minimum 20 years' experience delivering wastewater network and pumping station projects, including significant experience in capital programmes or programme management.
- Strong expertise in wastewater planning, hydraulic modelling, sewer and pumping station design, and wastewater network operations.
- Experience working within or alongside a PMO, with knowledge of project governance, stage-gate processes, portfolio reporting, and risk management.
- Sound understanding of gravity sewers, rising mains, pumping stations, odour control, asset management principles, and relevant engineering standards.
- Experience working within the Abu Dhabi/UAE wastewater sector and familiarity with local regulations and permitting processes (preferred).
- Chartered or Professional Engineer status (preferred).
- Excellent leadership, stakeholder management, communication, analytical, and organisational skills, with the ability to influence multidisciplinary teams and manage competing priorities.
