Estimation Manager

 

Description:

We are seeking an experienced Estimation Manager – Bridges to lead and govern the end-to-end estimation and tendering function for bridge and related infrastructure projects. This role is critical in shaping competitive, technically sound, and commercially viable bids for major infrastructure developments.

 

Key Responsibilities

Estimation Leadership & Governance

• Lead the estimation function for bridge and tunnel projects, ensuring consistency, accuracy, and competitiveness

• Establish and enforce estimation standards, procedures, and governance frameworks

• Oversee preparation of:

o Detailed cost estimates

o BOQs and pricing schedules

o Cost models and benchmarking data

• Review and approve estimates prior to submission to senior management

Tendering & Pre-Contract Management

• Lead analysis of tender documents, drawings, specifications, and contractual conditions

• Identify technical, commercial, and construction risks, and ensure appropriate pricing and mitigation strategies

• Coordinate with:

o Planning teams for construction sequencing and durations

o Technical and construction teams for buildability inputs

o Procurement teams for vendor and subcontractor pricing

• Drive value engineering, alternative proposals, and optimization strategies

Team Management & Development

• Manage and mentor Senior / Junior Estimation Engineers and Quantity Surveyors

• Allocate workloads and manage tender timelines to meet submission deadlines

• Review quantity take-offs, assumptions, and pricing logic prepared by the team

• Build and maintain a high-performing estimation team

 

 

Mandatory Requirements

 

Education

Bachelor’s Degree in Civil Engineering (Mandatory)

Master’s Degree or professional certification is an advantage

 

Experience

15+ years of experience in infrastructure estimation

Minimum 5+ years in a managerial or lead estimation role

Strong, proven experience in bridge and tunnel projects

Background working with Tier-1 / Tier-2 main contractors

UAE or GCC infrastructure tendering experience is highly preferred
