Parsons are seeking a seasoned HSSE Director with two decades of expertise to lead health, safety, security and environmental excellence for the Client on a major high speed rail project in UAE. You will be responsible for orchestrating a world-class health, safety, security and environmental culture across a highly complex construction environment.

What You Will Be Doing

  • Strategic Leadership: Working with the Exec Director of HSSE & Quality to develop and execute an overarching HSSE strategy and policy aligned with Client’s requirements and standards.
  • Program Oversight: Direct the implementation of HSSE processes across multiple contracts and project phases.
  • Stakeholder Management: Serve as the primary HSSE advisor to executive leadership, client representatives, and government regulatory bodies.
  • Incident Prevention: Lead high-level risk assessments and root-cause analyses for complex technical challenges, ensuring "Zero Harm" targets are consistently met.
  • Manage and monitors the senior construction site representatives across the various packages in the establishment and management HSSE processes, identifying and eliminating/controlling any hazards to persons and property.
  • Develop site-specific work plans, SH&E compliance programs, training programs, and orientation plans fully conforming to relevant SH&E regulations and client requirements.
  • Collaborate with SH&E and project and program managers to evaluate contractors’ SH&E performance, planning, and culture to be consistent with the Client’s risk management practices and core values.
  • Audits projects and programs and their worksites against corporate and client standards; to detect and correct safety hazards, creates, and submits written audit reports.
  • Implements Client’s occupational injury and incident reporting and management processes.
  • Initiates and conducts thorough incident investigations and root cause analyses using secure protocols.
  • Performs trends analyses on audit findings, inspection findings, and incident reports; creates and submits regular analysis reports.
  • Supervises emergency response team and first aid personnel in providing services emergency situations and to occupationally injured or ill personnel.
  • Prepares and reviews audit and inspection reports and OSH statistics reports and presentations and presents to senior Client management.
  • Review risk assessments for upcoming work and provide technical assistance to the safety planning process.
  • Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring

  • Batchelor’s degree in Occupational Health & Safety, Environmental Science, or Engineering. Professional certifications (e.g., CSP, CMIOSH, or equivalent) and/or have Chartered Engineer Status, with not less than 20 years’ experience in the HSSE management of design and/or construction of rail projects, preferably HSR. Master’s degree preferred.
  • ISO 45001:2018 Lead auditor certificate.
  • Extensive knowledge of UAE and Abu Dhabi health and safety regulations and reporting procedures including ADOSH-SF (Abu Dhabi Occupational Safety and Health – System Framework)
  • Demonstrated OSH management experience major rail construction projects.
  • Exceptional interpersonal, oral, and written communication and report writing skills.
  • Ability to perform in a supervisory/managerial capacity.
  • Proven ability to work effectively in a team-oriented environment.
